Bio

Stephen Dwyer is Senior Vice President, Chief Legal and Operating Officer of the American Staffing Association, headquartered in Alexandria, VA. He engages in and coordinates the association’s legal and public affairs activities, and advises the industry on labor and employment law and policy issues. He also oversees the association's education; research; IT; publications and marketing; public relations; and events functions.

Before joining ASA, Mr. Dwyer was Deputy General Counsel of an 800-employee corporation located in Sterling, Virginia. He also was associated with a New York multinational law firm, Chadbourne and Parke, as well as De Forest & Duer, a 100-year-old Wall Street firm.

Mr. Dwyer is a recognized expert on the legal and policy issues relating to the staffing industry, and has instructed staffing professionals on co-employment and the application of labor and employment laws to their industry.

Mr. Dwyer was instrumental in creating ASA’s Certified Staffing Professional™ and Technical Services Certified™ legal certification programs, and has written many articles on legal and policy concerns pertaining to the staffing industry.

Mr. Dwyer graduated from Bucknell University with honors in economics and obtained his law degree from Boston College Law School. He is a member of the New York, New Jersey, Massachusetts, Virginia, and District of Columbia Bars.
