We have our WOTC Questionnaire as part of our onboarding packet which works well for us because our process is to onboard to add to the Talent pool, and then place from there. Assuming everything happens as it should, onboarding occurs and then the Talent is placed on assignment shortly after so the requirements are met. Our vendor has indicated to us the questionnaire should be completed on or before the first date worked, so I think that may also impact the timeline vs. on or before an offer of employment which could make it a bit more cumbersome.

Seems like the safest bet would be during the application, but I am concerned applicants might drop off if the app gets is too cumbersome.
