Recently 2 states, California and Michigan, passed laws prohibiting the use of date of birth as a verifier when searching for criminal history with Michigan's law going further to prohibit all other types of additional verifiers (Social Security number, addresses, Driver's License number, etc) . As you are aware the date of birth is considered a primary identifier when it comes to matching an applicant to potential criminal history. Sometimes additional verifiers like addresses history can be used but Michigan's new law prohibits use of any additional types of verifiers leaving just a name match as the only search option. You can imagine how bad this could be if your applicant has a common name.
