    Good afternoon,

    Can anyone in New York help me understand the new Guidance on Use of COVID-19 Sick Leave that just went into effect January 20, 2021 by the NYDOL.  It allows for three paid quarantine periods and they don't have to use their NYS paid leave that went into effect on January 1, 2021.  

    One article states the Guidance is an informal administrative announcement and not a regulation which could be subject to legal challenge.  What does this mean???
